3. Eligibility for Assistance to the Needy Aged. As-
sistance shall be granted under this Article to any person who
(g) Has not made an assignment or transfer of property
within three years immediately prior to the filing of applica-
tion for assistance pursuant to the provisions of this Article.
4. Amount of Assistance. The amount of assistance which
any person shall receive shall be determined by the County
Department with due regard to the resources and necessary
expenditures of the individual and the conditions existing
in each case, and in accordance with the rules and regula-
tions made by the State Department, and shall be sufficient,
when added to all other income and support of the recipient
to provide such person with a reasonable subsistence com-
patible with decency and health; but in no case shall the
assistance granted exceed thirty dollars ($30. 00) per month,
and if a recipient receives funds from any other source, the
assistance shall be ratably reduced, so that the total income
of a recipient shall never exceed thirty dollars ($30. 00) per
month, except in special cases, requiring medical or nursing
care, as permitted by rules and regulations of the State De-
partment.
6. Duties of County Departments. The County Depart-
ments shall
(c) Submit annually to the County Commissioners or the
Mayor and City Council of Baltimore, as the case may be,
after approval by the State Department, a budget containing
an estimate and supporting data setting forth the amount
of money needed to carry out the provisions of this Article;
9. Granting of Assistance. Upon the completion of such
investigation the County Department shall decide whether
the applicant is eligible for assistance under the provisions
of this Article, and determine in accordance with the rules
and regulations of the State Department the amount of such
assistance and the date on which such assistance shall begin.
The County Department shall notify the applicant of its
decision. Such assistance shall be paid monthly to the appli-
cant upon order of the County Department from funds al-
located to the County Department for this purpose. Should
the fund or funds available be sufficient to permit a grant
to only a part of the aged persons coming within the pro-
visions of this Article, the County Department shall select
in its discretion those in most urgent need of such assistance.
12. Funeral Expenses. On the death of the recipient rea-
sonable funeral expenses, not exceeding one hundred dollars
