Drinks", be and the same is hereby repealed and re-enacted
so as to read as follows:

212. The Clerk of the Circuit Court shall be entitled
to collect from each applicant a fee of One Dollar ($1. 00)
for receiving the application, all such fees to be accounted
for as other fees of the Clerk under the laws of this State.
All fees collected from the issuance of alcoholic liquor
licenses, with amounts collected under Section 212-A hereof
for newspaper advertising, shall be paid by the Clerk to
the Treasurer of Howard County to be credited to the
general funds of the County and disbursed on order of
the County Commissioners for general county purposes.
All fines imposed for any violation of this sub-title shall
be remitted to the Treasurer of Howard County to be
credited to the same fund and used for the same purposes.

SEC. 2. And be it further enacted, That three new sec-
tions be and the same are hereby added to Article 14 of
the Code of Public Local Laws of Maryland (Edition of
1930), title "Howard County", sub-title "Liquors and In-
toxicating Drinks", to come in immediately after Section
212 of said Article of said Code, to be designated 212-A,
212-B and 212-C, and to read as follows:

212-A. Beginning with the Month of June, 1939, and
each month thereafter, the Clerk of the Circuit Court for
Howard County shall publish by a single insertion in a
newspaper of general circulation in Howard County, a
notice of all "Class A" and "Class B" licenses issued under
the provisions of this sub-title during the month preceding,
and a sum sufficient to pay the proportionate cost of such
notice shall be paid to the Clerk by each person to whom
a license is issued. The published notice shall group the
licenses according to districts and shall specify the name
of the person to whom the license is issued, the kind of
license and location of the place of business. The notice
shall also contain a clause to the effect that five (5) or
more reputable citizens who are real estate owners, voters
and residents in the district where the place of business
is located, may over their own signatures file with the
Clerk of the Circuit Court for Howard County protests
against any license granted, and the continued operation
of the particular place of business.

212-B. When any protest provided for in the foregoing
section shall be filed with the Clerk of the Circuit Court,
there shall be endorsed thereon the time of filing, and the
same shall be immediately transmitted to the County Com-
