sections to be known as Sections 37 A and 37B, to follow
immediately after Section 37 of said Article, to be under
a new sub-heading "Finance Commission, " and to repeal
Section 38 of said Article and sub-title, sub-heading^City
Auditor, " and to enact in lieu thereof a new section to
be numbered Section 38, all to provide for a Finance
Commission and City Auditor for Brunswick and to pre-
scribe their powers and duties.

SECTION 1. Be it enacted by the General Assembly of
Maryland,
That two new sections be and they are hereby
added to Article 11 of the Code of Public Local Laws of
Maryland (1930 Edition), title "Frederick County, " sub-
title "Brunswick, " said new sections to be known as Section
37A and 37B, to follow immediately after Section 37 of
said Article to be under a new sub-heading "Finance Com-
mission, " and to read as follows:

FINANCE COMMISSION

37A. A Finance Commission for the Town of Bruns-
wick is hereby created. Said Commission shall be com-
posed of (1) the president of each bank located within
the corporate limits of Brunswick ex officio to serve during
continuance as such president, and (2) one capable and
experience business man of Brunswick appointed by the
Mayor of Brunswick for a term of office concurrent with
that of the Mayor. Members of the Finance Commission
shall serve without compensation.

37B. (1) Before the Mayor and Council shall issue
any bonds, impose any taxes, or take action on any other
matter involving the finances of the town, such matter
shall be referred to the Finance Commission for consider-
ation and recommendation.

(2) The Commission shall promptly consider such mat-
ter and report to the Mayor its recommendations thereon
which shall be open to the public. If the Commission so
requests, the Mayor and Council shall hold a public hear-
ing on such matter before taking action, but otherwise
such recommendations shall not be binding on the Mayor
and Council.

(3) Any action of the Mayor and Council in violation
of this Section shall be void.

SEC. 2. And be it further enacted, That Section 38 of
Article 11 of the Code of Public Local Laws of Maryland
