(4) Upon the expiration of seven days after such publica-
tion if no protest is filed, or after the hearing thereon, when
protest is filed, the County Commissioners may by majority
approve for payment the voucher or any part thereof.

(c) Any voucher approved pursuant to this section
shall be signed by the County Commissioners so approv-
ing; such signature shall constitute a certificate that the
Commissioner believes such voucher to be a fair, correct
and bona fide claim payable from County funds.

174M. The Budget Supervisor shall

(1) approve no voucher for payment unless all items
and amounts specified therein are authorized by a budget
appropriation or emergency appropriation pursuant to
Section 174J;

(2) sign each voucher approved, indicate thereon the
budget account to be charged with the expenditure, and
forward the voucher to the Treasurer;

(3) return any voucher disapproved to the County
agency involved with a statement of the basis for dis-
approval.

174N. (a) No County agency shall expend, during
any fiscal year,

(1) Any amount in excess of its total appropriation
in the budget and from the emergency fund for such fiscal
year, or

(2) Any item of its appropriation dedicated by the
budget or emergency appropriation to any specified object
or purpose, for any other than the specified object or
purpose.

(b) If any County agency violates the provisions of
this Section,

(1) The County Commissioners and Budget Supervisor
shall not approve, and the County Treasurer shall not pay,
any claim or demand for such expenditure; and

(2) There shall be no reimbursement of such excess
expenditure, nor shall there be any liability or obligation
upon the County to make any appropriation thereafter to
meet such deficit.

1740. (a) In case the general revenues of the County
