SEC. 2. And be it further enacted, That twenty-one
new sections be and they are hereby added to Article 2
of the Code of Public Local Laws of Maryland (1930
Edition), title "Anne Arundel County", to be under sub-
title "Budget", said new sections to be known as Sections
174A to 174U, inclusive, and to follow immediately after
Section 174 of said Article, and to read as follows:
BUDGET
DEPARTMENT OF BUDGET
174A. (a) There is hereby created a Department of the
Budget for Anne Arundel County under the direction of a
Budget Supervisor. The Governor shall appoint the Budget
Supervisor from a list of five certified public accountants
submitted to him by the County Commissioners of Anne
Arundel County. If the County Commissioners fail to sub-
mit such list within twenty days after June 1st, 1939, or
after the occurrence of any vacancy thereafter, the Gov-
ernor may appoint any certified public accountant as Su-
pervisor. If the Governor deems all nominees of such list
unfit, he may require a new list.
(b) The Supervisor shall hold office so long as he per-
forms his duties in a competent manner. The Governor
may remove the Supervisor for misconduct, or incompe-
tency, after hearing, upon due notice, of the charges, and
with opportunity to be heard.
(c) The Supervisor shall receive an annual salary of
thirty-six hundred dollars ($3, 600. 00), payable in equal
semi-monthly installments and shall receive no other fees
or compensation whatsoever.
174B. (a) It shall be the duty of the Budget Super-
visor to assist in the preparation of the budget and to
audit and supervise all expenditures of County funds, in
accordance with this sub-title.
(b) All clerks, stenographers and employes in the office
of the County Commissioners shall hereafter be ap-
pointed by the County Commissioners only with the ap-
proval of the Budget Supervisor and shall perform their
duties under his direction and supervision,

174C. (a) The budget for the County shall include
all amounts of County funds to be expended for all pur-
poses during the next ensuing fiscal year and shall classify
all such amounts into four schedules:
