CHAPTER 142.
(Senate Bill 228)

AN ACT to repeal Section 156 of Article 13, of the Code of
Public Local Laws of Maryland, title, "Harford County, "
sub-title, "Bills of Exchange and Promisory Notes. "

SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 156 of Article 13, of the Code of
Public Local Laws of Maryland, title, "Harford County, "
sub-title, "Bills of Exchange and Promisory Notes, " be and
the same is hereby repealed.

SEC. 2. And be it further enacted, That this Act shall
take effect on June 1, 1939.

CHAPTER 143.

AN ACT to repeal and reenact with amendments Section
7 of Chapter 409 of the Acts of 1935 as repealed and re-
enacted by Chapter 6 of the Acts of 1936 creating the
Upper Potomac River District and Commission, by auth-
orizing the County Commissioners of Allegany County
to issue certain bonds, or to borrow from any Govern-
mental Agency, to aid said Upper Potomac River Com-
mission in the acquisition of lands and/or construction
and/or maintenance of lands, dams, impounding reser-
voirs, stream beds, water ways, water rights, etc., in
said District without submitting the question as to its
advisability to the voters of the County.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 7 of Chapter 409 of the Acts of
1935, as same was repealed and re-enacted by Chapter 6 of
the Acts of 1936, be, and it is hereby repealed and re-
enacted with amendments to read as follows:

SECTION 7. Be it further enacted, That if the County
Commissioners of Allegany County shall at any time here-
after deem it advisable and expedient for the welfare of
the citizens of said County to make a capital outlay or ex-
penditure of money to assist the Commission in aid of the
