and it is hereby repealed and re-enacted with amendments
to read as follows:

763. All citizens living within the taxable limits
of the town of Thurmont of the age of twenty-one years
and upwards, being citizens of the United States, who
shall have resided within said taxable limits for and dur-
ing the period of six months preceding, shall elect by bal-
lot, on the fourth Monday in April, 1918, at the usual place
of holding elections, in said town, five Commissioners,
one of whom shall be designated as president and who
shall be elected for one year; two Commissioners to be
elected for a term of two years, and two Commissioners to
be elected for a period of one year, and annually there-
after on the fourth Monday in April there shall be elected
by said voters at the usual place of election, three Com-
missioners, one of whom shall be designated as president
of the Board and shall be elected for one year, and two
Commissioners who shall be elected for two years, who
shall have resided within the taxable limits of said town,
and who shall have been a taxpayer for one year next pre-
ceding the election. Said Commissioners shall hold office
until their successors shall have been duly elected and
qualified.

SEC. 2, And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary
for the immediate preservation of the public safety, and
being passed upon a yea and nay vote, supported by three-
fifths of all of the members elected to each of the two
Houses of the General Assembly, the same to take effect
from the date of its passage.
