napolis and $70, 000. 00 for the alterations and repairs to the
Court of Appeals Building. Same as Chapter 757.

Chapter 392 (Senate Bill 270). Providing for the appoint-
ment of an inspector of weights and mine scales. Same as
Chapter 503.

Chapter 567 (House Bill 516). This bill provides an
emergency appropriation for the payment of $2, 500 for ex-
traordinary expenses of the General Assembly. Chapter 778
contains a similar item so that it is unnecessary to approve
this bill.

Chapter 613 (House Bill 376). Merit System. Establishing
the "Salary Standards Board" to prepare a schedule of mini-
mum and maximum salaries for the various classes of positions
In the Classified Service of the State. Same as Chapter 385.

Chapter 614 (House Bill 703). Mines. Providing for the
appointment of an Inspector of Weights and Platform Scales.
Similar to Chapter 503.

Chapter 624 (House Bill 427). Baltimore City. To author-
ize the City of Baltimore to issue f 1, 000, 000 of bonds for com-
pletion of Municipal Airport. Same as Chapter 108.

Chapter 680 (House Bill 593). Potomac River Basin. Pro-
viding for an Interstate Commission on the Potomac River
Basin. Same as Chapter 320.

FEDERAL HOUSING BONDS.

Chapter 328 (Senate Bill 369). This bill makes Federal
Housing Bonds (not guaranteed by the Federal Government)
security for loans in excess of established loan limits.

The Bank Commissioner is strongly opposed to the bill.
Other enactments have been passed and have been given my
approval, which afford the benefit to parties interested in loans
of the acceptance of securities of Federally-controlled organ-
izations.

Because this measure is considered too far-reaching and is
opposed by the fiscal officers of this State, I have determined
to veto it.

FISH.

Chapter 210 (House Bill 158). This measure would strike
down the existing provision which prohibits fishing with nets
in the waters of the Chester River, Eastern Bay and tribu-
taries. Under the present law in Queen Anne County it is a
