of the Teachers in Allegany County, in case the State-wide bill
(House Bill 391) failed to pass.

Inasmuch as I am affirming the State-wide measure, it would
be superfluous to approve Chapter 343.

Chapter 525 (House Bill 317). This bill known as the
Movie Tax Bill of Allegany County, would drastically change
the prevailing system whereby tax receipts are distributed
among various organizations and public and social agencies.
Numerous requests have been received by me from Parent
Teachers Associations, civic organizations and officials of all
parts of Allegany County, requesting the veto of the measure.
They give it as their considered judgment that it would be
most harmful to these various organizations, which are doing
a splendid work for the under-privileged and handicapped if
these funds were to be withdrawn.

Under the circumstances, I shall veto the measure.

ARMORY BOARD.

Chapter 358 (House Bill 551). The State Law Department
recommends the veto of Chapter 358 (House Bill 551), creating
an Armory Board. The legal officers of the State advise me as
follows:

"No term is fixed for the members, the Board is
given power to borrow, money, issue bonds, hold prop-
erty and lease it to the State, improve existing ar-
mories, without any limitation. In other words, this
Board is given drastic and independent powers, which
might involve the State's credit and launch it into
fields not contemplated or approved by the Legisla-
ture. "
Accordingly, I am compelled to veto the measure.

ASSESSMENTS.

Chapter 347 (Senate Bill 456). This measure undertakes
to prevent any reassessment of property located in Worcester
County for taxation purposes until the year 1941.

The State Tax Commission vigorously opposes this measure.
This State Board has gone on record formally as opposing
local measures which run counter to State-wide plans for
periodical reassessment.

Inasmuch as the State Tax Commission is charged with the
primary responsibility for making assessments equitable and
fair throughout the State, both to the property holder and to
the general public, I cannot ignore the recommendations of
this official body.

Accordingly, I shall veto this measure.
