all respects to the registration books now in use under the
Election Laws of Maryland, and also designate the hour
and place where the registration shall be held each year.
Said registers of voters shall open their books of regis-
tration at the hour and place designated by the said Presi-
dent and Commissioners on the first Monday and Tuesday
of March, in the year nineteen hundred and thirty-
nine for a complete registration of the voters in the
Town of North East, who possess the necessary qualifica-
tions, and every year thereafter on the first Monday in
March to register new voters and to revise the list of
said registration; notice of said registration and subse-
quent registrations as provided herein shall be given by
hand bills to be posted in at least ten places in said town, at
least ten days before the first Monday in March, and said
registers of voters shall duly register all persons possess-
ing the qualifications as required by Section 287 of Article
8 of the Public Local Laws of the State of Maryland, who
shall apply in person for registration. Any register of
voters who shall knowingly violate the provisions of this
Act shall be guilty of a misdemeanor and upon conviction
shall be punished under the General Laws of this State
relating to registration, and said books of registration
shall be turned over to said President and the Commis-
sioners of North East for safekeeping, and shall by said
President and Commissioners be delivered to the Judge
or Judges of any regular Town or special election, or other
elections, authorized heretofore or hereafter by the Gen-
eral Assembly of Maryland, for the purpose of holding
said Town or Special Elections, and no person shall
be entitled to vote at any Town or Special Elec-
tions unless his or her name shall have been duly reg-
istered as aforesaid, and power and authority is hereby
given to the President and Commissioners of said Town to
call a special registration prior to any special election or
elections authorized by the General Assembly, to register
new voters and revise the list of said registration as herein
provided, upon giving notice thereof as provided herein;
and no person shall be entitled to have his or her name on
any ballot or to be voted for as a Candidate or President
or Commissioner of said town who shall not have filed
with said President and Commissioners at least ten days
before the third Monday of March, or the date on which
an election is to be held for President and Commissioners
of the Town of North East, a certificate certifying for
what office he is a candidate and that he is qualified under
the provisions of this Act for such office.
