blend and bottle alcoholic beverages in the name of another
person, if such other person is the holder of a manufac-
turer's license in this State, provided, however, such
licensee shall be privileged to apply for and obtain a whole-
saler's license or a beer wholesalers' license as provided
under this Article.

Such licensee may sell for export to any person under
such regulations as the Comptroller may prescribe, but
shall not sell alcoholic beverages to any person in this
State other than a license holder, except that sales of
alcohol for bona fide commercial or scientific use, and not
for beverage purposes, may be made upon permits issued
by the Comptroller.

The fee for this license shall be $1, 000.

(b) A wine manufacturer's license shall entitle the
holder to manufacture, ferment and bottle wine from
grapes grown in Maryland, and to sell such wine to any
other license holder. The fee for this license shall be
$50. 00.

(2) (a) A wholesaler's license shall entitle the
holder, to purchase or import alcoholic beverages, to store
or bottle the same at the location therein described, and
to sell alcoholic beverages to any other license or permit
holder. Such licensee may sell for export to any person,
under such regulations as the Comptroller may prescribe,
but shall not sell alcoholic beverages to any person in this
State other than a license or permit holder.

The fee for this license shall be $1, 000.

(b) A beer wholesaler's license shall be issued by the
Comptroller and shall be valid only for the County, or
Baltimore City, in which the applicant has for at least
two (2) years preceding the filing of the application been
a resident, voter and taxpayer.

The holder of such license shall be authorized to sell,
keep for sale and deliver, beer only at wholesale from the
central office or location which shall be designated in the
license, to any retail dealer in the County or City for which
the license is issued and to deliver to the purchaser or
common carrier for such delivery. The annual fee for such
a license shall be based upon U. S. population census and
shall be as follows: In Counties of 18, 000 population or
less, $100. 00; in Counties of more than 18, 000 population
but less than 35, 000 population, $150. 00; and in Counties of
more than 35, 000 population and in Baltimore City, $200. 00.
Any person obtaining such a license may sell in other
Counties or Baltimore City provided this privilege is ap-
plied for in the application and the additional fees as pro-
