section to said Article, said new section to be known as
Section 179A and to follow immediately after Section 179 of
said Article and to provide that license plates or markers be
securely fastened or locked to the license brackets of motor
vehicles.

CHAPTER 741.
(Senate Bill 4)

AN ACT to repeal Section 90A of Article 41 of the Anno-
tated Code of Maryland, (1924 Edition) title "Governor
—Executive and Administrative Departments, " sub-
title "Finance Department, " as said section was enacted
by Chapter 360 of the Acts of 1937; abolishing the office
of Commissioner of Loans and the positions of employees
provided for in said Section 90A; providing for the exer-
cise by the Bank Commissioner of all the rights, powers,
duties, obligations and functions heretofore conferred
upon the Commissioner of Loans by Article 58A of the
Annotated Code of Maryland (1924 Edition) title
"Loans—Petty" as amended by Chapter 358 of the Acts
of 1937; and to add a new section to Article 11 of the
Annotated Code of Maryland (1924 Edition), title
"Banks and Trust Companies", said new section to be
known as Section 2A and to follow immediately after
Section 2 of said Article; providing for the appointment
by the Governor of an Administrator of Loan Laws, to
to assigned to the office of the Bank Commissioner; pro-
viding that the Bank Commissioner shall delegate to the
or the punishment of usurious money lenders as distin-
guished from laws enacted for other purposes; and pro-
viding for the incurring of reasonable and necessary
Administrator of Loan Laws, the administration of loan
laws heretofore or hereinafter enacted the purpose of
which, express or implied, is the protection of borrowers
expenses and the employment of investigators and ste-
nographers by the Administrator of Loan Laws in car-
rying out the duties and obligations of his position.

SECTION 1. Be it enacted by the General Assembly of
Maryland,
That Section 90A of Article 41 of the Annotated
Code of Maryland, (1924 Edition) title "Governor—Exec-
