Caroline and in Washington Counties, respectively, in such
manner that each set of books shall contain approximately
the same number of names of voters thereon and towards that
end may adopt any division of the first letters of the surnames
of such voters which the said Boards of Supervisors of Elec-
tions of Montgomery, Anne Arundel, Caroline and Washington
Counties, respectively, may deem necessary.
