lation or amendment may be passed, the District Council shall
hold a public bearing thereon and shall give thirty (30) days
notice of the time and place thereof by one publication in
two newspapers of general circulation in the County, and
during said thirty (30) days the text or copy of the text
of the regulations, regulation or amendment, together with
the map or maps forming part of the regulations, regulation
or amendment, shall be on file for public examination at the
place and times specified in the notice. No amendment shall
be effective within the boundaries of the City of Arundel on
the Bay without the consent of the Council of that City.

For the purposes of this section, the word "amend" or
"amendment" shall be deemed to include any modification of
the text of a regulation or of the provisions of the regulations
or any appeal or elimination of any regulation or part thereof
or any addition to the regulations or any new regulation or
any change in the number of the districts or in the shape,
boundary or area of any district or any repeal or abolition
of any map or any part thereof or any addition to any map or
any new map or any other change in the map or maps; and
for the purpose of this and other sections of this Act the
word "regulate", "regulation" or "regulations" shall be deemed
to include restrict, restrictions, limit, limitations, prohibit
and prohibitions.

SEC. 18. And be it farther enacted, That there is hereby
established a Board of Zoning Appeals for the District, It
shall consist of five members, all of whom shall be residents
of the District, two of whom shall be appointed by the Board
of County Commissioners of the County, two by the Mayor,
Counselor and Aldermen of the City of Annapolis, and the
fifth member shall be chosen by the said four members. The
terms of members shall be five years each; except that, for
the purpose of rotation, the initial appointments by the said
Mayor, Counselor and Aldermen shall be for three and four
years each, one of the initial appointments of the said County
Commissioners shall be for two years and the initial choice
of the fifth member shall be for one year. No member shall
hold any other public office or position. The appointment of
a successor of any member or the filling for the unexpired
term of any member of any vacancy caused by death, resig-
nation, disability or other cause shall be made by the ap-
pointing authority, as above set forth, of the terminated or
vacant membership.

All meetings of the Board of Zoning Appeals shall be public
and it shall organize annually and elect a chairman and vice-
chairman. It shall act by resolution in which four members
must concur. The members shall serve without compensation
