resolution shall be adopted, no decision or determination shall
be made and no other action under this Act shall be taken
by the District Council without the concurrence of both a
majority of the members of said Board of County Commis-
sioners and a majority of the members of said Mayor, Coun-
selor and Aldermen present at the meeting of the District
Council at which such ordinance is passed, resolution adopted,
determination or decision made or action taken. The pro-
ceeding's of the District Council shall be public. The place of
meeting of the District Council shall be the board room of
said County Commissioners or the Counsel Chamber in the
Municipal building in the City of Annapolis; but the District
Council may hold hearing's at such other place or places as it
may determine.

The District Council shall elect its chairman, whose term
as such chairman shall be one year from the date of the elec-
tion, with eligibility for re-election. The District Council
shall formulate and adopt rules for the transaction of its
business and its procedure, which rules shall not be incon-
sistent with any of the provisions of this Act. Said Board of
County Commissioners and Mayor, Counselor and Aldermen
may furnish the District Council with such clerical and other
services and such supplies as may be needed. The members
of the District Council shall serve as such without extra com-
pensation.

SEC. 14. And be it further enacted, That within the District
the District Council is empowered, in accordance with the
conditions and procedures specified in Sections 15 to 17 in-
clnsive of this Act, to regulate the location, height, bulk and
size of buildings and other structures, the percentages of lots
which may be occupied, the sizes of yards, courts and other
open spaces, the density and distribution of population, the
uses of buildings and structures and the uses of land for
trade, industry, residence, recreations, public activities and
other purposes.

SEC. 15. And be it further enacted, That whenever the Com-
mission makes and certifies to the Mayor, Counselor and
Aldermen of the City of Annapolis, the Council of the City
of Arundel on the Bay and the Board of County Commis-
sioners of the County a zoning plan of the District, including
both the full text of the regulations and the maps, represent-
ing the recommendations of the Commission for the regula-
tion by zones or districts of the location, height, bulk and
size of buildings and other structures, percentages of lots
which may be occupied, sizes of yards, courts and other open
spaces, density and distribution of population and the uses
