AN ACT to repeal and re-enact, with amendments, Sub-section
(d) of Section 11 and Section 12 (a) and (b) of Article
95A of the Annotated Code of Maryland, title "Unemploy-
ment Compensation", sub-titles "Administration" and "Em-
ployment Service", providing that all employees, including
executive directors, appointed under the provisions of said
Article shall be appointed in accordance with the provisions
of Article 64A of the Annotated Code.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Sub-section (d) of Section 11 and Section 12 (a)
and (b) of Article 95A of the Annotated Code of Maryland,
title "Unemployment Compensation", sub-titles "Administra-
tion" and "Employment Service", be and they are hereby re-
pealed and re-enacted, with amendments, to read as follows:
11. (d) Personnel. Subject to the other provisions of this
Act the Board is authorized to appoint, fix the compensation
and prescribe the duties and powers of such employees as may
be necessary to carry out the provisions of this Act. All posi-
tions shall be filled by persons selected and appointed on a
non-partisan merit basis, under rules and regulations of the
Board and in accordance with the provisions of Article 64A
of the Annotated Code of Maryland, who shall, however, first
be certified by the State Employment Commission as possess-
ing the standard required by the Board. The Board shall not
appoint or employ any person who is an officer or committee
member of any political party organization or who holds or
is a candidate for any elective public office. The Board and
the executive directors may delegate to any such person so
appointed such power and authority as is deemed reasonable
and proper for the effective administration of this Article and
may in their discrimination bond any person handling monies
or signing checks hereunder.
EMPLOYMENT SERVICE.
12. (a) Re-employment Service. The Board shall create and
administer a division to be known as the Maryland State
Employment Service which shall establish and maintain free
public employment offices in such number and in such places
as may be necessary for the proper administration of this Act
and for the purpose of performing such duties as are within
the purview of the Act of Congress, entitled "An Act to pro-
vide for the establishment of a national employment system
