both inclusive, of Article 43 of the Code of Public General
Laws of Maryland (1924 Edition), and Sections 348A to
348R, both inclusive, of said Article 43 of the Code of Pub-
lic General Laws of Maryland (1935 Edition), and The
Mayor and Council of Rockville shall remain subject to
the provisions of all of said Statutes above referred to and
shall be entitled to exercise all of the powers therein con-
ferred, notwithstanding any of the provisions of this Act.
SEC. 8. And be it further enacted, That no Statute,
and particularly Sections 878A to 895, both inclusive, of
Article 16 of the Code of Public Local Laws of Maryland
(1930 Edition), shall be deemed to be any limitation upon
the powers of the said The Mayor and Council of Rockville
by this Act conferred.
SEC. 9. And be it further enacted, That if the bill above
referred to for the extension of the Corporate limits of
the Town of Rockville shall not be enacted into law, then
this Act shall become null and void; but if said bill shall
become law, then this Act shall be and remain in full force
and effect.
SEC. 10. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the preservation of the public health and safety, and being
passed upon "aye" and "nay" vote, supported by three-
fifths of all of the members of the two Houses of the Gen-
eral Assembly, the same shall take effect from the date of
its passage.

CHAPTER 67.
(Senate Bill 138)
AN ACT to add a new section to Article 2B of the Anno-
tated Code of Maryland (1935 Supplement), title "Alco-
holic Beverages, " sub-title "Board of License Commis-
sioners, " said new section to be known as Section 45A
and to follow immediately after Section 45 of said Arti-
cle, relating to the License Commissioners of Wicomico
County, their duties, powers and compensation.
