deputies during all regular business hours, and shall also
prepare and forward to the Board of County Commissioners,
a report for the period ending on April 30th in each year, which
report shall contain a full and complete statement of the
business transacted by the Board and the results of the
operation of the dispensaries or branch dispensaries estab-
lished under the authority of this section.

All net profits arising from the operation of said dispen-
saries shall be first applied towards the payment of any and
all sums advanced to or borrowed by the Liquor Control
Board. After such sums have been paid, the said Board
shall be authorized to create and maintain a reserve fund
not to exceed Five Thousand Dollars ($5,000.00), to provide
adequate working capital and to meet any losses that may
be sustained by the Board in the operation of such dispen-
saries. Seventy-five per centum (75%) of all net profits in
excess of the above shall belong to and be paid over to the
County Commissioners of Somerset County on or before May
1st in each and every year, and the remaining twenty-five per
centum (25%) shall, on or before June 1st each year, be paid
to the Mayor and City Council of Crisfield and Princess Anne
to be divided equally.

The amounts paid to the Mayor and Council of Crisfield and
Princess Anne shall be used for general municipal purposes.

SEC. 2. And be it further enacted, That this Act shall not
become effective until submitted to and approved by the voters
of Somerset County at the Special Election which is to be
held for the purpose of electing a Representative to the House
of Representatives of the United States, from the First Con-
gressional District of Maryland, to fill the unexpired term of
the Honorable T. Allan Goldsborough. The question to be
submitted at said election is whether the sale of alcoholic
beverages containing more than 14 per centum of alcohol shall
be permitted in Somerset County and whether County Dis-
pensaries shall be established at Crisfield and Princess Anne.
At said election, the vote upon the above question shall be by
ballot and, on the ballots to be used, the Supervisors of Elec-
tion of Somerset County shall have printed on one line the
words "For County Dispensaries" and on the next line
"Against County Dispensaries", with a square opposite said
words at the right end of each line so that each voter can
indicate his or her choice on said question.

The said election shall be conducted and the results thereof
ascertained in accordance with the Constitution and laws of
the State relating to Elections and, if it shall appear from the
results of said election that a majority of the votes cast are
"Against County Dispensaries", then this Act shall be null
