CHAPTER 510.
(House Bill 628)

AN ACT to add two new sections to Article 2B of the Anno-
tated Code of Maryland (1935 Supplement), title "Alco-
holic Beverages', sub-title "County Dispensaries", said new
sections to be known as Sections 48G and 48H and to follow
immediately after Section 48F of said Article, providing for
the creation of a Liquor Control Board and the establish-
ment of dispensaries in Somerset County, and providing for
a referendum thereon.

SECTION 1. Be it enacted by the General Assembly of Mary-
land,
That two new sections be and they are hereby added to
Article 2B of the Annotated Code of Maryland (1935 Supple-
ment), title "Alcoholic Beverages", sub-title "County Dispen-
saries", said new section to be known as Sections 48G and
48H, to follow immediately after section 48F of said Article,
and to read as follows:

48G. Liquor Control Board. In Somerset County, there
shall be a Liquor Control Board consisting of three members
and B. Horace Ford, C. Wilson Waters and Wm. J. Hall shall
constitute the first Board, who shall serve until June 1, 1943,
and their successors shall be appointed by the Governor for a
term of four years. The Board shall organize by electing its
own chairman. In case of a vacancy, the vacancy shall be
filled by the Governor for the unexpired term. The members
of said Board shall receive as compensation Four Hundred
Dollars ($400. 00) per annum and the said board shall hold
meetings at least twice a month and oftener, if necessary.

The said Board shall have full power and authority to es-
tablish and maintain at Crisfield and Princess Anne, stores to
be known as "Somerset County Liquor Dispensaries", for the
sale of any sparkling or fortified wine and any other alcoholic
beverages containing more than fourteen per centum of al-
cohol by volume, in sealed packages or containers, which pack-
ages or containers shall not be opened nor their contents con-
sumed upon the premises where sold. For the purpose of es-
tablishing and operating such dispensaries, the Board of
County Commissioners of Somerset County is hereby author-
ized and directed to advance, from time to time, to the Liquor
Control Board, such sum or sums of money, not exceeding
Five Thousand Dollars ($5, 000. 00), as may be necessary to
provide adequate working capital for said Liquor Control
Board, and the said Board of County Commissioners is hereby
authorized and empowered to borrow, upon the credit of said
County, such sum or sums as may be necessary to meet such
