struction of all buildings erected in said district and shall see
that the rules and regulations of the County Commissioners
relating to the construction of said building shall be complied
with, and shall perform such other duties as may be prescribed
by the County Commissioners aforesaid not inconsistent with
this Act, provided that any person or persons violating any
rules and regulations so promulgated by the County Commis-
sioners of this Act shall be guilty of a misdemeanor and upon
conviction thereof in the Circuit Court or Police Court of
Montgomery County shall be fined not more than one hundred
dollars ($100. 00); and the County Commissioners are hereby
authorized and empowered to appoint and employ three (3)
assistants, one of whom shall possess a comprehensive
knowledge of electrical installation and repairs, to the Build-
ing Inspector, each of whom shall hold office at the pleasure
of the County Commissioners, and shall be paid as com-
pensation for his services a sum not to exceed twenty-seven
hundred dollars ($2, 700. 00) per annum, the said assistants
to the Building Inspector to be under the direction of the
County Building Inspector and shall perform such duties as
may be required in enforcing the Building Code for Mont-
gomery County. The County Commissioners are hereby au-
thorized and empowered to appoint, employ, and fix the com-
pensation of, two (2) clerks to be under the direction of the
County Building Inspector and perform such duties as he
may direct. The County Building Inspector, his assistants
and said clerks shall give their full time to the performance
of their duties as such public officers.

SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and being
passed upon a yea and nay vote, supported by three-fifths of
all the members elected to each of the two Houses of the
General Assembly, the same shall take effect from the date
of its passage.
