1008 LAWS OF MARYLAND. [CH. 468

law in the year 1939, the Board of County Commissioners is
hereby authorized, empowered and directed to publish weekly
during the period of re-assessment any change made by the
Commissioners in the proposed assessment made by the as-
sessors appointed by the Board of County Commissioners to
make the re-assessment of the taxable property of Mont-
gomery County. Any change in the assessment shall be made
by resolution of the Board, and shall be published in a news-
paper of general circulation in the County, and shall include
the assessment recommended by the assessors and the change
made therein by the Board of County Commissioners, showing
the assessment of the improvements and the assessment of the
land, together with the several gradations thereof upon the
acreage or square foot basis, together with a description of
the property by name of the owner or owners thereof and its
location, either by lot or block number, if in a subdivision, or
by designation of its town or taxable area or its election
district.

SEC. 2. After any piece of property has been re-assessed no
change shall thereafter be made in the assessment thereof ex-
cept by resolution of the Board of County Commissioners and
such change shall be published in a newspaper of general cir-
culation in the County, and shall include the former assess-
ment and the change made therein by the Board of County
Commissioners, showing the assessment of the improvements
and the assessment of the land, together with the several grad-
ations thereof upon the acreage or square foot basis, together
with a description of the property by name of the owner or
owners thereof and its location, either by lot and block num-
ber, if in a subdivision, or by designation of its town or tax-
able area or its election district.

SEC. 3. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and being
passed upon a yea and nay vote, supported by three-fifths of
all of the members of the two Houses of the General Assembly,
the same shall take effect from the date of its passage.
