SEC. 7. And be it further enacted, That for the purpose of
determining whether the residents of the said special taxing
area or district, as herein created, desire to have a water supply
system for said area, there shall be held a special election on
Tuesday, May 12, 1931, and at said election the judges and
clerks of election for the First Election District of Howard
County shall hold and conduct said election under the same
rules and regulations as nearly as practicable as for the- hold-
ing of regular county elections. All legally qualified voters
residing within the boundaries of said special taxing area or
district shall be entitled to vote at said election.

The County Commissioners of Howard County shall post
or have posted printed or written notices of said election in
at least twenty-five public places in said area, not less than
two weeks prior to said election, notifying all the residents
of said area or district who are qualified to vote that an elec-
tion will be held on the date fixed in this Act and between cer-
tain hours, which notice shall contain the date, the hours that
the polls will remain open, the location of the polling places
and a statement that the election is to be held for the purpose
of deciding whether or not to adopt this Act providing for a
water supply system for said area or district.

The said judges and clerks of election shall canvass the votes
cast at said election and publicly announce the result of said
canvass and shall make returns to the clerk of the Circuit
Court of Howard County and the Board of County Commis-
sioners of Howard County. The County Commissioners of
Howard County shall provide and furnish the ballots for said
election and on said ballots shall be printed on one line the
words "For Water Supply System" and on another line the
words "Against Water Supply System, " with squares opposite'
each for the voters to indicate his vote on said question. If a
majority of the votes cast shall be "For Water Supply System, "
then this Act shall become immediately effective and the Coun-
ty Commissioners of Howard County shall proceed to exer-
cise the powers contained in this Act. In the event that a ma-
jority of the votes cast at said election shall be "Against Water
Supply System, " then this Act shall be null and void and of
no effect whatsoever.

SEC. 8. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and having
been passed upon a yea and nay vote, supported by three-fifths
