(2) The remainder of the proceeds of the sale of said bonds,
shall be paid to the Mayor and City Council of Baltimore, or
to the responsible person, persons, partnership or corporation'
with whom the said Board of County Commissioners shall
have contracted, for the laying of water mains and extensions"
in the special taxing area or district as herein created and in
accordance with the contract or contracts which may be made
with said Mayor and City Council of Baltimore, or with said
responsible person, persons, partnership or corporation, under
the authority conferred by this Act.
SEC. 4. And be it further enacted. That the Board of
County Commissioners of Howard County are hereby author-
ized and empowered to contract with the Mayor and City Coun-
cil of Baltimore City, or with any other responsible person,,
persons, partnership or corporation, for a water supply, water
mains and extensions, in order to supply said special taxing
area or district with water. Provided, however, that any such
contract between the said Mayor and City Council of Balti-
more, or any other responsible person, persons, partnership or
corporation, and the County Commissioners of Howard County
shall be first submitted to the Public Service Commission of
Maryland, who shall determine the proper amount to be paid
for such connection or connections as may be called for by
such contracts, and the amount to be paid for the use of water
as provided for in said contract, and for the laying of water
main and such other extensions as are necessary to carry out
the objects of this Act; and provided further, that before any
contract shall be signed, either by the County Commissioners'
of Howard County or by the Mayor and City Council of
Baltimore, or by any other responsible person, persons, partner-
ship or corporation, the written approval of said Public Service
Commission shall first be obtained, and the said Public Service
Commission shall have at all times jurisdiction over said con-
tract. The said County Commissioners shall have power, in
their discretion, to require any contractor to post a good and
sufficient bond conditioned on the faithful performance of
any contract made with the said Commissioners under the
terms of this Act.
SEC. 5. And be it further enacted, That the Board of
County Commissioners of Howard County are hereby author-
ized and directed to levy an annual front foot tax or charge,
not exceeding 20 cents per front foot, for all property upon
