United States or to any other person, corporation or political
community other than the Commission itself without the ap-
proval of the General Assembly of Maryland, Provided, how-
ever, that nothing in this Act shall be deemed to* limit or re-
strict the police power of the State of Maryland or of the re-
spective counties in which the respective park, parkway, forest,
street, road, boulevard or other public way, ground or space
shall be located. Lands acquired hereunder, title to1 which shall
become vested in the State of Maryland, shall be held by the
said State for the general benefit of the citizens of the State
of Maryland and especially for the benefit of the citizens and
residents of Montgomery and Prince George's County, respec-
tively, within the said Maryland-Washington Metropolitan
District; provided that title to such lands shall not be conveyed
out of the State, nor shall such use b© extinguished without the
concurrent action of this Commission.

The Commission shall have the power to negotiate, enter
into and make agreements with the aforesaid National Capital
Park and Planning Commission or other federal agency or
with representatives of the State of Virginia or with other-
official corporations of Montgomery and Prince George's Coun-
ties relating to the acquisition, development or improvement
of land and other property within the District for said pur-
poses or any of them, but shall not obligate itself or the Dis-
trict for expenditures beyond the amount of funds in its pos-
session or to* be available to- it from bonds, taxes, donations,,
contributions or appropriations as provided for or referred to
in this Act.

8. And be it further enacted, That for the purpose of paying
for lands or other property within the district acquired or to
be acquired by the Commission, whether by condemnation or
purchase, for parks, parkways, forests, streets, roads, highways,
boulevards and other' public ways, grounds and spaces, or for
the development or improvement thereof, the Commission is
hereby authorized and empowered to issue and sell serial bonds
from time to time in such amounts as it may deem necessary
for said purposes and under such rules and regulations as the
Commission may determine; provided, however, that the total
amount of such bonds outstanding at any time shall not exceed
such amount as can be redeemed within fifty (50) years from
date of issue by means of a tax of seven (7c) cents upon
each one hundred dollars ($100. 00) of assessed valuation
of the assessable property within the district; except that
