900                          LAWS OF MARYLAND.                 [CH. 356

Commission of Maryland, to be used for the oiling, mainte-
nance, lighting, reconstruction and repair of State roads and
State-aided roads, and for no other purpose, The State Roads
Commission may, whenever it deems the public safety and/or
convenience require it, contract with any electric or gas com-
pany or companies, or with any municipality or municipalities
owning a municipal lighting plant or plants, for the installa-
tion, maintenance and/or operation of a lighting system for
any State road or highway, or any part of such State road or
highway. The expense incurred by the State Roads Com-
mission in respect to such lighting system shall be payable out
of any funds appropriated to said Commission for the con-
struction or maintenance of State roads or highways.

SEC. 2. And be it further enacted. That this Act shall take
effect June 1, 1931.

CHAPTER 356.

AN ACT to repeal and re-enact, with amendments, Section
475A of Article 27 of the Annotated Code of Maryland
(1929 Supplement), title '"Crimes and Punishments, " sub-
title "Refuse—Throwing or Dumping, " making the section
state-wide in its operation and effect.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 475A of Article 27 of the Annotated
Code of Maryland (1929 Supplement), title "Crimes and Pun-
ishments, " sub-title "Refuse—Throwing or Dumping, " be and
it is hereby repealed and re-enacted, with amendments, to read
as follows:

475A. It shall be unlawful for any person to throw, dump,
or deposit any trash, junk or other refuse upon the land or
property of another without the written consent first had and
obtained of the owner thereof, or under the personal direction
of such owner; or to throw, dump or deposit any trash, junk
or other refuse upon any public highway of this State; any
violation of this section shall constitute a misdemeanor and
any person convicted thereof before a Justice of the Peace or
