This section shall not apply to necessary repairs of build-
ings in said county where the value of said repairs does not
exceed the sum of five hundred dollars ($500. 00).

SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1931.

CHAPTER 353.

AN ACT to repeal and re-enact, with amendments, Sections
302, 316 and 334 of Article 13 of the Code of Public Local
Laws of Maryland (1930 Edition), title "Harford County, "
sub-title "Havre de Grace, " to extend the power of the
Mayor and City Council of Havre de Grace to borrow sums
to an amount equal to one-half of one per cent, of the assess-
able basis of said city.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That Sections 302, 316 and 334 of Article 13 of
the Code of Public Local Laws of Maryland (1930 Edition),
title "Harford County," sub-title "Havre de Grace," be and
the same are hereby repealed and re-enacted, with amendments,
so as to read as follows:

302. The Mayor and City Council shall have power to pass
all such ordinances, directly or impliedly, authorized by this
sub-title and not contrary to the Constitution and laws of this
State as they may deem necessary for the good government of
the city. They may pass ordinances to prevent, remove and
abate all nuisances and obstructions on or from the streets,
lanes, alleys, drains or water courses, or on or from any lot
within the limits of the city; to remove or cause to be re-
moved any houses or other buildings that may in their judg-
ment become dangerous; to cause the streets, lanes and alleys
to be paved, graded, drained or sewered; to cause the side-
walks along the public streets and highways of said city to be
graded, paved, repaired or improved, curbs to be set and gut-
ters laid, and the Mayor and City Council, in addition to the
regular taxes paid, may assess against the owner of the abut-
ting property one-half of the cost of said curbs installed by
