such estimates as they shall themselves make, before determining
the aggregate of estimates they shall carefully consider each
estimate, and so fix the amount of the same that it shall be what
is reasonable and proper, and that they shall in making and fix-
ing the estimates, do so with a view to economy and efficiency;
but this shall mot confer authority on them to change or alter
items of salaries or other obligations, the amounts of which are
fixed by law.

106J. Any wilful disregard, breach, evasion, violation or fail-
ure to discharge any of the duties herein imposed upon any
member of the Board of County Commissioners, or Board of
Estimates, or on the part of the members or member of any
other board, or by or upon the part of any official, shall be a
misdemeanor, and upon indictment for and conviction of such
offense in the Circuit Court for Caroline County shall vacate
the office held by said person.

SEC. 2. And be it enacted, That all Acts heretofore passed
and which are inconsistent with the provisions hereof are hereby
repealed and so far as they conflict with the provisions hereof.

SEC. 3. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the immediate
preservation of the public health and safety, and being passed
upon a yea and nay vote, supported by three-fifths of all the
members elected to each of the two Houses of the General Assem-
bly, the same shall take effect from the date of its passage.

AN ACT to amend Article 10 of the Code of Public Local Laws
of Maryland, title "Dorchester County, " sub-title "Cam-
bridge, " and sub-title "The Corporate Limits, " as enacted
by Chapter 573 of the Acts of 1927, by adding a new section
thereto, to follow immediately after 42, Sub-Section 4 to be
designated 42, Sub-Section 5.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Article 10 of the Code of Public Local Laws of Mary-
land, title "Dorchester County, " sub-title "Cambridge, " and
sub-title "The Corporate Limits, " as enacted by Chapter 573 of
the Acts of 1927, be and the same is hereby amended by adding
