remodeling, renovating and equipping of the public high school
building in Chestertown; and said proceeds shall be paid out
for the purposes mentioned in this Act under the direction and
control of said Commission, and upon the written order of a
majority of said Commission.

SEC. 5. And be it further enacted, That William B. Cooper,
Allan A. Harris, Thomas W. Eliason, William F. Russel and
Louis C. Robinson be and they are hereby created and con-
stituted the Chestertown Public High School Commission for
the purpose of carrying into effect the provisions of this Act
relating to the building of additions to and for the remodeling,
renovating and equipping of the said public high school build-
ing in Chestertown, with all the power and discretion herein
mentioned. In the event of any vacancies on said public high
school commission due to death or resignation of any members
before its duties under this Act have been completed, the Board
of Education of Kent County shall make appointments to fill
such vacancies.

SEC. 6. And be it further enacted, That immediately upon
the sale of the bonds provided for by this Act, the aforesaid
Commission shall proceed to secure proper plans for the exten-
sion, enlargement and alteration of said school building; and
after the securement and adoption of proper plans and specifi-
cations (which shall be left with the secretary of the Board
of Education of Kent County, Maryland, for public inspec-
tion) shall advertise at least once a week for three successive
weeks in three newspapers published in Kent County, Mary-
land, for bids for the construction of said additions and altera-
tions, approved and adopted by the said Commission, and shall
award the contract to the lowest responsible bidder, who will
enter into contract and execute a sufficient bond with approved
-security for the erection and completion of the alterations and
^additions to said public school building according to the plans
and specifications approved and adopted by said Commission;
the said Commission to have full power to reject any and all
bids, to revise and amend the plans and specifications, and to
advertise for other bids.

SEC. 7. And be it further enacted, That the members of
the Chestertown Public High School Commission before enter-
ing upon the discharge of the duties imposed upon said Com-
mission by the provisions of this Act, shall collectively as such
