shall be applied to the payment of the interest on outstanding
bonds, and for the redemption of the same as they may mature
and become payable.
SEC. 5. And be it further enacted, That said bonds shall
be sold after three weeks' advertisement by the County Com-
missioners to the highest bidder or bidders, provided, however,
that none of said bonds shall be sold for less than par value.
SEC. 6. And be it further enacted, That said Board of
County Commissioners for Frederick County are hereby au-
thorized in their discretion, to advertise for bids and sell said
bonds, if and when it is to the best interest of Frederick County
that the same be done.
SEC. 7. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and being
passed upon a yea and nay vote, supported by three-fifths, of
all of the members elected to each of the two Houses of the
General Assembly, the same shall take effect from the date of
its passage.

CHAPTER 256.
AN ACT to repeal and re-enact with amendments Section 56D
of Article 65 of the Annotated Code of Maryland (1929 Sup-
plement), title "Militia, " sub-title "Veterans' Guardian-
ship, " giving the Orphans' Court concurrent jurisdiction with
the Circuit Court in the appointment of guardians of minor
"wards.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 56D of Article 65 of the Annotated Code
of Maryland (1929 Supplement), title "Militia, " sub-title
"Veterans' Guardianship, " be and it is hereby repealed and
re-enacted with amendments, to read as follows:
56D. A petition for the appointment of a guardian may be
filed in the Circuit Court of the county where the ward resides,
or in the Circuit Court of Baltimore City, if the ward resides
