General Assembly, the same shall take effect from the date of
its passage.

CHAPTER 194.
AN ACT to authorize, direct and empower the Board of Coun-
ty Commissioners of Montgomery County to borrow upon
the faith and credit of said county to the amount of one
hundred seventy thousand dollars ($170, 000) and to issue
and sell bonds therefor, the proceeds thereof to be used by
the Board of County Commissioners of Montgomery County,
to pay the State Roads Commission of Maryland for con-
struction work in Montgomery County, to refund to the
county treasury of Montgomery County advances made by
the County Commissioners to the State Roads Commission,
and to permanently finance and fund temporary loans ob-
tained by the County Commissioners for road and bridge
construction in Montgomery County; and to provide for the
payment of interest on said bonds, and of the principal there-
of, by the levy of taxes, and providing that said Act shall be
passed as an emergency measure.
WHEREAS, During the years 1929, 1930 and 1931 the State
Roads Commission of Maryland has been building State roads
and building bridges in Montgomery County, both with the
proceeds of Montgomery County's allotment of State funds ap-
propriated for the construction of lateral and post roads, as
well as from funds raised by Montgomery County from the
proceeds of a bond issue in the sum of $475, 000. 00 authorized
by Chapter 547 of the Acts of the General Assembly, Session
of 1929, and from several election district bond issues author-
ized for the purpose of road construction and from the general
fund and other funds which the County Commissioners of
Montgomery County have borrowed on the faith and credit of
Montgomery County and advanced to the State Roads Commis-
sion of Maryland; and
WHEREAS, The Board of County Commissioners has also for
the same reasons and purposes borrowed on the faith and credit
of Montgomery County additional money which they have ad-
