be necessary for the protection of the health, morals, safety
and welfare of the county.
SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and being
passed by a yea and nay vote, supported by three-fifths of all
the members of the two Houses of the General Assembly, the
same shall take effect from the date of its passage.

CHAPTER 193.
AN ACT to authorize and empower the Board of County
Commissioners of Montgomery County to borrow upon the
faith and credit of said county to the amount of seventy-
eight thousand dollars and to issue and sell bonds therefor,
the proceeds thereof to be used by the Board of County
Commissioners and the Board of Education of Montgomery
County to pay for the construction, building and equipping
of schools in Montgomery County heretofore constructed
and contracted for in said county, for land heretofore pur-
chased for school sites and to refund such portions of the
1929-1930-1931 program of school construction of the Board
of Education of Montgomery County as may have been tem-
porarily financed by the Board of Education of Montgomery
County or of the Board of County Commissioners of Mont-
gomery County.
WHEREAS, During the years 1929 and 1930 the influx of
new citizens into Montgomery County was followed by a great-
ly increased enrollment in the public schools of said county;
and
WHEREAS, Facilities then available for the proper education
of said children and for housing them in safe and sanitary
modern school houses were inadequate; and
WHEREAS, In order to meet the existing and present needs
of the school system of the county, the Board of Education and
the Board of County Commissioners of Montgomery County,
under authorization enacted by the 1927 Session of the Mary-
land General Assembly to temporarily finance emergency con-
struction necessary for the protection of the health, morals,.
