ballot box, and ballots containing the names of those persons
who have complied with the provisions in this charter specified
making them eligible to become candidates for the offices which
they seek. The Mayor and Council shall receive all returns of
election and determine all questions arising thereunder; pro-
vided, that nothing herein contained shall be construed as de-
priving any citizen or voter of an appeal to the Circuit Court
of Prince George's County.

The Mayor and Town Council shall have the* power to ap-
point Boards of Election Supervisors for the purpose of con-
ducting such registrations and special elections as from time
to time may be necessary, such registrations and special elec-
tions to be held in accordance with the foregoing provisions, in
so far as they may be applicable.

246.    A person shall be deemed a candidate for the office of
Mayor or Councilman and his name as such candidate be placed
on the ballots prepared by the Board of Election Supervisors
when such person shall have at least fifteen days (including
Sundays and holidays) prior to the date of said election, filed
with said Board of Election Supervisors a petition, signed by
at least ten qualified voters of said town, setting forth (a) the
name and address of the candidate, (b) the ward from which
he seeks election, (c) the fact that he is eligible to the office
of Mayor or Councilman, and (d) that he desires his name
placed on the ballot as a candidate. When such petitions have
been filed and the time of filing has expired, the Board of
Election Supervisors shall cause to be posted in such manner
as shall give general publicity the names of the candidates and
the positions to which they aspire.

247.    The Mayor, with the approval of the majority of the
Mayor and Town Council, shall appoint a clerk-treasurer, a
solicitor, a marshal and a health officer, to hold office for two
years or until their successors are appointed and qualified.
The Mayor" and Town Council shall fix the compensation of
each and of all subordinates under them, and shall prescribe
their duties, except as herein provided; provided, however,
that the compensation of the clerk-treasurer shall not exceed
ten per centum of moneys collected by him, and that the mar-
shal and the marshal's assistant shall receive no compensation
other than such fees as are allowed constables in similar cases.
The marshal and the health officer shall each, with the ap-
proval of the Mayor and Town Council, appoint such assistant
