SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 155 of Article 77 of the Annotated
Code of the Public General Laws of Maryland, Edition of
1924, entitled "Public Education, " sub-title "The State Nor-
mal Schools, " be, and the same is hereby repealed and re-
enacted, with amendments, to read as follows:
155. There shall be maintained at each white State normal
school courses of study designed for the preparation of teachers
for the elementary schools, and requiring for graduation a
total of not less than three years' work. Said courses of study
may include specialized instruction in the practical arts, in
public school music, and in such other special fields as may be
determined by the State Board of Education on recommenda-
tion of the State Superintendent of Schools. Graduation from
a standard four-year high school course, or equivalent prepara-
tion, shall be required for admission to such courses.
SEC. 2. And be it further enacted, That this Act shall take
effect on June 1st, 1931.

CHAPTER 164.
AN ACT to repeal and re-enact, with amendments, Section 46
of Article 11 of the Code of Public Local Laws of Mary-
land (1930 Edition), title "Frederick County, " sub-title
"Brunswick, " sub-heading "Taxing Power, " authorizing an
increase in the tax rate of the town of Brunswick.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 46 of Article 11 of the Code of Public
Local Laws of Maryland (1930 Edition), title "Frederick
County, " sub-title "Brunswick, " sub-heading "Taxing Power, "
be and the same is hereby repealed and re-enacted, with amend-
ments, to read as follows:
46. The Mayor and Council, whenever they think the pub-
lic interests require it, may cause an assessment to be made of
all real and personal property within the corporate limits of said
town, subject to assessment for1 state and county taxes, and
