ceptions as may be authorized by the Secretary of War. When-
ever the National Guard of Maryland, or any part thereof, has
been called or ordered into the active military service of the
United States by the President, the Governor shall have the
power to increase the military force and to organize such units
as the exigencies of the emergency in his judgment may require.
31. The provisions of this section shall apply when the or-
ganized militia, or any part thereof, shall be ordered out for
active duty or training by the Governor, or by his authority;
but shall not apply to the organized militia, or any part thereof,
which has been ordered to duty incident to a call, or ordered
into the active military service of the United States.
The individual members of the organized militia ordered out
for active duty or training by the Governor, or by his authority,
shall receive the pay herein specified for each day actually on
such duty.
Officers shall receive the same per diem pay, including
longevity, as officers of the Regular Army of like grade and
length of service; provided, that nothing in this section shall
be construed as authorizing the Ranking Line Officer to draw
any salary except that authorized and provided in the budget.
Enlisted men shall receive the following: First grade, Master
Sergeant, four dollars and twenty cents; second grade, First Ser-
geant and Technical Sergeant, two dollars and eighty cents;
third grade, Staff Sergeant, two dollars and forty cents; fourth
grade, Sergeant, two dollars; fifth grade, Corporal, one dollar
and seventy-five cents; sixth grade, Private, First Class, one
dollar and fifty cents; seventh grade, Private, one dollar and
twenty-five cents.
Whenever pay is allowed by the United States for the organ-
ized militia, or any part thereof, ordered out for training, by
the Governor, or by his authority, and the rate of pay allowed
by the United States is less than the amount set forth in this
section, the difference shall be paid out of the funds appropriated
for the support of the organized militia.
In addition to pay, each enlisted man shall receive rations,
or commutation thereof, as prescribed by the Governor.
Each enlisted man, who has served a full three-year term of
enlistment and who re-enlists within ninety days after the ex-
piration of his previous enlistment, shall receive an increase of
10 per cent of his pay during this enlistment, and for each
three years of enlistment served thereafter an increase of 10 per
cent shall be granted, not to exceed forty per cent.
Each enlisted man who qualifies as prescribed by the Governor
in small arms practice or as proficient in the various duties of
the branch or arm to which he belongs, shall be paid the follow-
ing increase in the pay of their respective grades for a period of
