SEC. 7. And be it further enacted, [That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and being-
passed upon a yea and nay vote, supported by three-fifths of
all of the members elected to each of the two Houses of the
General Assembly, the same shall take effect from the date of
its passage.

CHAPTER 117.

AN ACT to add a new section to Article 43 of the 1929 Sup-
plement to the Annotated Code of the Public General Laws
of Maryland, entitled "Health, " sub-title "Optometry, " to
be known as Section 327B, and to follow immediately after
Section 327A of said Article, saving the validity of the re-
mainder of the sub-title should any part thereof be declared
unconstitutional or invalid.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That a new section be, and the same is hereby added
to Article 43 of the 1929 Supplement to the Annotated Code
of the Public General Laws of Maryland, entitled "Health, "
sub-title "Optometry, " said new section to follow immediately
after Section 327A of said Article, and to be known as Section
327B, and to read as follows:

327B. That if any clause, sentence, paragraph or section
of this sub-title shall, for any reason, be adjudged by any
court of competent jurisdiction to be unconstitutional or in-
valid, such adjudication shall not affect or impair or invalidate
the remainder thereof, but shall be confined in its operation to
the clause, sentence, paragraph or section thereof so found
unconstitutional or invalid. If any clause, sentence, para-
graph or section of this sub-title shall, for any reason, be ad-
judged by any court of competent jurisdiction to be unconstitu-
tional or invalid, in any particular application, and the said
clause, sentence, paragraph or section of this sub-title shall be
constitutional and valid when otherwise applied, such adjudi-
cation shall not affect, impair or invalidate said clause, sen-
