17.      The County Commissioners for the Counties and the
Supervisors of City Charities for Baltimore City shall have
the power to employ such assistant investigators and clerical
help as they may deem necessary, whose salaries shall be fixed
and determined by the County Commissioners for the Counties
and by the Board of Estimates for the City of Baltimore.

18.     Each year a report of the total number of applications
for pensions, the number granted, the number denied, the num-
ber cancelled and the total amount expended for pensions, shall
be submitted by the County Commissioners to the Governor and
by the Supervisors of City Charities in their annual report to
the Mayor and City Council of Baltimore and the Governor.

19.     The County Commissioners for the Counties and the
Supervisors of City Charities for Baltimore City shall from
time to time prescribe and promulgate rules and regulations to
carry out the provisions of this Article, and shall publish such
information as they may deem advisable to acquaint aged per-
sons and the public generally with the old age pension plans
of this State.

SEC. 3. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and having
been passed by a yea and nay vote, supported by three-fifths of
all the members elected to each of the two Houses of the General
Assembly, the same shall take effect from the date of its passage.

CHAPTER 115.

AN ACT to repeal and re-enact, with amendments, Sections
21 and 22 of Article 88A of the Annotated Code of Mary-
land (1929 Supplement), title "State Aid and Charities, "

sub-title "Mother's Relief, " to provide for the relief of
indigent mothers in order to prevent their being separated
from their children, and authorizing an increase in the levy
therefor.
