and deposited by him in a special account, at interest, in such
bank or banks as said Treasurer may determine. The money
shall be used exclusively, for the construction, reconstruction
and improvement of a road of a minimum improved width of
eighteen (18) feet, leading from Cumberland in Allegany
County, Maryland, to the Potomac River at a point opposite the
Town of Paw Paw, West Virginia, and for the purchase and ac-
quisition of land, rights of way, and for any necessary expenses
incidental to the construction, reconstruction and improvement
of said road by the State Roads Commission in said county.
Payment out of the proceeds from the sale of bonds shall be
made from time to time by the Treasurer on proper vouchers
presented to him by the State Roads Commission.

SEC. 5. And be it further enacted, That for the purpose of
paying the interest on said bonds, the County Commissioners
of Allegany County shall, for the year 1931, and annually
thereafter, until all of said bonds issued under the authority
of this Act shall mature and be redeemed, levy a tax upon the
assessable property in said county sufficient to pay the annual
interest on said bonds outstanding, said taxes to be collected as
other taxes levied in said county are collected.

SEC. 6. And be it further enacted, That for the purpose of
redeeming said bonds as they mature, the said State Roads
Commission of Maryland annually shall pay, or the Comp-
troller and Treasurer of Maryland shall, on order of the State
Roads Commission of Maryland, annually pay to the Treas-
urer of Allegany County, not less than seventy-five per cent,
of the funds allocated for use in Allegany County on a mile-
age basis commonly' designated as Post and Lateral road
funds; and the Treasurer of Allegany County shall use such
payments made annually by the State Roads Commission, or
by the Comptroller and Treasurer of Maryland, on order of
the State Roads Commission, for the purpose of redeeming
said bonds as they mature, or for the purpose of purchasing
unmatured bonds in the open market at not over their face
value, and for no other purpose whatsoever. The payments to
be made by, or on order of, the State Roads Commission as
directed in this Act, shall be made from the sums of money
which shall accrue to the credit of Allegany County, from the
receipts from funds allocated to said county for road building
purposes on a mileage basis commonly designated as Post and
Lateral road funds. And a minimum of seventy-five percentum
