said Commission shall have decided, after opportunity for a
hearing has been given, to proceed with the construction, it
shall advertise, by notice in such newspapers and technical
press as it may deem proper, for bids for the construction of
said system or systems, in part or as a whole, as in its judg-
ment may appear advisable. The contract shall be let to the
lowest responsible bidder, or the Commission may reject any
or all bids and, if in its discretion the prices quoted are un-
reasonable, it may readvertise the work or any part of it, or
may do any part or all of the work by day labor; provided
that at any time the Commission may, at its discretion, expend
by day labor for construction work an amount not exceeding
$1, 000 without advertising or receiving bids. All such con-
tracts may be protected by such bonds, penalties and conditions
as the Commission shall require, all of which shall be enforce-
able in any court having jurisdiction.

SEC. 8. And be it further enacted, That for the purpose of
providing funds for maintaining, repairing and operating its
sewerages and drainage systems and treatment works, includ-
ing overhead expense and proper depreciation allowance, said
Commission shall be empowered and directed to use so much
of the funds received from taxation by the two agencies as pro-
vided under Section 6 of this Act, as may be deemed by them
necessary.

SEC. 9. And be it further enacted, That said Commission
shall have full power and authority to enter into any contract
or agreement with the United States Government for the con-
nection of the sewerage and drainage systems of the U. S. Na-
val Academy, or any and all other Federal property, with the
system or systems of the Commission, for the disposal of sew-
age and drainage from the Sewerage District, and for the pay-
ment of necessary charges therefor by the United States Gov-
ernment; and to enter into any agreement concerning any other
matter necessary, advisable or expedient, for the proper con-
struction, maintenance and operation of the sewerage and
drainage system and treatment works under its control or those
under the control of the Federal authority. Any contract or
agreement so entered into shall have the full force and effect
of a contract between the United States Government and the
State of Maryland.

SEC. 10. And be it further enacted, That this Commission
may enter upon any State, county, or municipal street, road or
