Mayor and Council of Chestertown for the repair and mainte-
nance of roads and streets of said town.
SEWERS.
114. The Mayor and Council of Chestertown shall have the
power to pass ordinances and make by-laws providing for the
construction, extension, maintenance and operation of sanitary
sewerage and storm water drainage systems and to assess the
costs and expense thereof, in whole or in part, upon the owner
or owners of the abutting property, which costs and expense
for said improvements shall be a lien upon the abutting prop-
erty and shall be collectible in the same manner as other town
taxes are now collectible in the town of Chestertown as pre-
scribed by law.
CONTRACTS.
115. It shall not be lawful for any officer or employee of
the Mayor and Council, or the Mayor, or any member of the
Council in his individual capacity, or as a member of any
committee, or for any committee of the Council, to make any
purchases, incur any obligations, or in any way pledge the
faith and credit of the town for any sum for any purpose
whatever, without first having obtained the written order of
the Mayor and Council, and any debt or obligation contracted
in violation of the provisions of this section shall be void and
uncollectible unless afterwards approved and ratified by said
Mayor and Council.
CONDEMNATION.
116. The Mayor and Council of Chestertown may acquire
by condemnation proceedings as prescribed by Sections 331 to
337, inclusive, of Article 23 of the Annotated Code of Public
General Laws of Maryland, or any amendments thereto, any
private road or roads whatsoever, or rights of drainage or
sewerage or any private property for public use, whether be-
longing to private individuals, partnerships or corporations,
and including any avenues, roads, lanes, thoroughfares, rights
or interests, piece or parcel of land, privileges or easements,
that the Mayor and Council of Chestertown may deem neces-
sary.
