192                         LAWS OF MARYLAND.                 [CH. 101

To regulate, license, tax, restrain or prohibit theatres, mov-
ing picture houses, miniature golf courses, theatrical and all
other exhibitions, shows or entertainments for which money is
demanded or received; provided, that lectures or scientific, his-
toric, benevolent, artistic, religious or literary subjects and
apparatus for the elucidation of the same and specimens of
fine art shall not be deemed to be within the provision.

To regulate the sale of all kinds of property at auction in
the streets in the town, and to license all vendors of property
on the streets or squares in said town.

To license or regulate all pool rooms, pool tables and bawl-
ing alleys, and in the discretion of said Mayor and Council
to refuse to grant such license and to revoke any such license
when granted.

To license or regulate second-hand or junk stores, and to
forbid their purchasing or receiving from minors any article
whatever without the consent of their parents or guardians.

To license, tax or regulate wheeled vehicles, not including
automobiles and motor trucks, provided that the funds derived
from all such license shall be applied only to the maintenance
and repair of streets and alleys.

To license, tax and regulate ice-cream wagons, butcher
wagons, cigar and tobacco stands, pop-corn machines, and all
similar occupations.

To license, tax, regulate, restrain or prohibit the erection
or maintenance of bill boards, within said town, the placing
of signs, bills and posters of every kind and description on
any building, fence, post billboard, pole or other place or de-
vice within said town.

To tax, regulate, restrain or prohibit all medicine shows
and street vendors.

To regulate, license, restrain or prohibit the sale of maga-
zines or periodicals of every description by solicitors or agents;
and to regulate, license, tax, restrain or prohibit the enlarging
of pictures, the selling of soap and perfumes, or any and all
other merchandise by solicitors, agents, or peddlers.

112. The Mayor and Council of Chestertown shall have
the power to pass ordinances and to make by-laws, to establish
grades for the streets, gutters and sidewalks of said town and
the width thereof, and prescribe the material of which they
shall be built; to cause the sidewalks along the said public
