SECTION 1. Be it enacted by the General Assembly of
Maryland, That Chapter Number 258 of the Acts of the Gen-
eral Assembly of Maryland, Session of 1922, said chapter hav-
ing been edited and codified by Horace E. Flack and desig-
nated as Section Number 221 of Article 16 of the Public Local
Laws of Maryland, title "Montgomery County, " sub-title
"County Commissioners, " be and the said Act and section is
hereby repealed and re-enacted, to read as follows:
221. The Board of County Commissioners of Montgomery
County is hereby directed, authorized and empowered to ap-
point a Board of Assessment consisting of three members, one
of whom shall be designated as chairman and shall receive as
compensation the sum of three thousand dollars ($3, 000) per
annum, payable in equal monthly installments, and two addi-
tional members who shall be designated as Deputy Assessors
and shall each receive a compensation of two thousand seven
hundred ($2, 700. 00) dollars per annum, payable in equal
monthly installments, and the salaries herein authorized shall
be in lieu of all fees, compensation and expenses. One of the
said members shall be a resident of the Seventh Election Dis-
trict, one a resident of the Thirteenth Election District, and
the third of an election district other than the Seventh or Thir-
teenth. The members of said Board of Assessment shall hold
office at the pleasure of the Board of County Commissioners
and shall perform the duties hereinafter prescribed under the
direction and supervision of said County Commissioners. It
shall be the duty of the members of said board to perform
under the supervision of said Board of County Commissioners
any and all work in connection with the assessing or valuation
for tax purposes of all property in Montgomery County sub-
ject to taxation and to perform the duties of county assessors
as required by the statutes of the State of Maryland and the
regulations of the State Tax Commission. It shall be the fur-
ther duty of the members of said Board of Assessment to in-
form themselves of all property of whatsoever nature which is
not included in the assessment lists of said county and place a
valuation thereon, make return to said County Commissioners
thereof, giving a description of said property, the name or
names and addresses of the owner or owners, and the value
as set by said board. It shall then be the duty of the clerk of
the Board of County Commissioners to mail to each person
shown on said return as the owner of unassessed property a
notice warning such person of the intention of said board to
