sion adjusted the price of gas in Annapolis in order to com-
pensate for the necessary change in heating power.
THRESHING MACHINES IN" CAROLINE COUNTY.
(Chapter 396, House Bill 510)
This bill makes it unlawful for a non-resident of the State
to own and operate a steam or gasoline threshing machine in
Caroline County without first taking out a license. This in-
volves a discrimination against the residents of other States,
which the Court of Appeals has held unconstitutional. (State
'versus Mercer, 132 Md. 263. )
For there reasons, the bill will be vetoed.
COUNTY LIBRARIANS.
(Chapter 184, House Bill 166)
Under the present law County Librarians are selected and
appointed by the library directors of the various counties.
House Bill 66 provides that hereafter no person shall be elig-
ible for such appointment unless he or she shall have had at
least one year's training in a library school!, approved by the
Maryland Public Library Advisory Commission. I am ad-
vised that quite a number of Maryland women who apply for
and secure appointments as County Librarians receive their
training from practical sources, conducted in some of the
county libraries, and that they prove to be entirely competent
for the positions. The effect of this bill would be to make
such persons hereafter ineligible unless they went out of the
State for one year's schooling at some school accredited by the
Maryland Public Library Advisory Commission. According
to the best advice I can obtain, this would constitute an un-
necessary requirement for Maryland applicants.
For this reason, the bill will be vetoed.
STOCKHOLDERS' MEETINGS.
(Chapter 365, House Bill 462)
This bill undertakes to permit meetings of stockholders of
Maryland corporations to be held outside the State, if the
