150. The Commissioners of Ellicott City may levy, for
general purposes, a tax on the property assessed in said
city not exceeding fifty (50) cents on every one hundred
dollars of the assessed value thereof. Said levy shall be
made by the Commissioners of Ellicott City on or before the
first day of July in each and every year, and said taxes shall be
due and payable fifteen days after the publication of the ordi-
nance imposing the same; and, if not paid when due, they shall
bear interest at the rate of six per centum per annum until the
same are paid. The amount of taxes to be levied in any one
year shall be arrived at as follows: a budget shall be made up
by the said Commissioners setting forth the different items
and the amounts levied therefor. The Commissioners of Elli-
cott City may include a "Contingent Account" in their levy, but
under no circumstances shall said contingent account exceed
in amount twenty per cent, of the total amount levied for all
the other items of said budget. When the amount of taxes to
be levied has been arrived at by said Commissioners for any
one year, they shall immediately publish an ordinance levying
said tax upon assessed property within the corporate limits of
said Ellicott City. The budget for each year shall be printed
upon the back of the tax bills for that particular year. In
addition to the taxes provided for in this section, said Commis-
sioners shall levy all such special taxes as may be necessary to
provide for the payment of the interest on any money borrowed
by said city, and to liquidate the principal thereof, as provided
for in the Act or Acts under the authority of which such money
has been, or may be, borrowed.
SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1931.

CHAPTER 89.
AN ACT to add a new section to Article 2 of the Code of
Public Local Laws of Maryland (1930 Edition), title "Anne
Arundel County, " sub-title "Justices of the Peace and Con-
stables, " said new section to be known as Section 36 8A and
to follow immediately after Section 368 of said Article, pro-
viding compensation for the Justices of the Peace in the
first precinct of the Fifth Election District.
