entitled "Health, " sub-title "State Veterinary Medical
Board, " and to add a new section to said Article to be known
as Section 159A, to follow immediately after Section 159,
saving the validity of the remainder of the sub-title, should
any part thereof be declared unconstitutional or invalid.

CHAPTER 539.

AN ACT to repeal Sections 26 to 124, inclusive, of Article
91 of the Code of Public General Laws of Maryland, title
"Surveyor and State Survey, " and to enact in lieu thereof
a new Article entitled "State Roads, " to follow Article 89A
of said Code, said new Article to be known as Article 89B.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That Sections 26 to 124, inclusive, of Article 91 of
the Code of Public General Laws of Maryland, title "Surveyor
and State Survey, " be, and the same are hereby repealed.

SEC. 2. And be it further enacted, That a new Article be
added to the Code of Public General Laws of Maryland to
follow Article 89A and be known as Article 89B of said Code,
entitled "State Roads, " with appropriate sub-titles, said new
Article to read as follows:

1. The head of the Department of Public Works shall be
the State Roads Commission, constituted and organized as at
present, except as hereinafter provided, and having and exer-
cising all the rights, powers, duties, obligations and functions
now or hereafter conferred by law.

1A. The Governor is hereby authorized and directed to
appoint three competent persons, citizens and residents of this
State, who shall constitute a special commission, to be known
as the "State Roads Commission. " In making appointments
to and selection for members of the State Roads Commission,
the Governor shall always so make his selection and appoint-
ments, that at least one member of the State Roads Commission
shall bona fide belong to or be affiliated with that one of the
two leading political parties in the State opposite to the Gov-
