SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the action of the County Commissioners of Carroll
County in issuing a warrant to Thomas, Bennett & Hunter on
July 16, 1923, for $7, 500; in issuing a warrant to Thomas, Ben-
nett & Hunter on August 31, 1923, for $15, 000; in issuing a war-
rant to Thomas, Bennett & Hunter on September 24, 1923, for
$10, 000; in issuing a certificate of indebtedness on December 30,
1929, to E. C. Valentine for $10, 000; in issuing a certificate of
indebtedness on July 28, 1930, to E. C. Valentine for $22, 461. 53;
in issuing a certificate of indebtedness on September 23, 1930,
to E. C. Valentine for $21, 177. 50; in issuing a certificate of in-
debtedness on October 28, 1930, to E. C. Valentine for $14, 750;
in issuing a certificate of indebtedness on November 28, 1930,
to E. C. Valentine for $17, 043. 13; in issuing a certificate of in-
debtedness on November 12, 1930, to Thomas, Bennett & Hunter
for $17, 973. 86; in issuing a certificate of indebtedness on Novem-
ber 24, 1930, to the Board of Education of Carroll County for
equipment and disposal plant at Sykesville School in the sum
of $3, 272. 15; in issuing a certificate of indebtedness on Novem-
ber 12, 1930, to Samuel W. Hoff et al. for $10, 000; in issuing a cer-
tificate of indebtedness on September 23, 1930, to E. C. Valen-
tine for $21, 177. 50; in issuing a certificate of indebtedness on
November 28, 1930, to T. Edgie Russell for $11, 449. 15; and in
issuing a warrant on January 15, 1931, to Thomas, Bennett &
Hunter for $17, 764. 60, be and the same is hereby legalized, rati-
fied and confirmed; and the said County Commissioners of Car-
roll County are hereby authorized and empowered to borrow on
the faith and credit of Carroll County a sum or sums of money
not exceeding in the aggregate $200, 000 at the best rate of in-
terest said County Commissioners of Carroll County may ob-
tain, not exceeding 5 per centum per annum, for the purpose
of paying off and discharging the aforesaid warrants and cer-
tificates of indebtedness.
; SEC. 2. And be it further enacted, That the said County Com-
missioners of Carroll County be and they are hereby authorized,
empowered and directed to cause to be levied and collected from
the assessable property in Carroll County in the levy of 1932,
and in each of the levies of 1933, 1934 and 1935 the sum of
fifty 'thousand dollars, together with such amount as may be
necessary in each year to pay the interest thereon, and the said
County Commissioners of Carroll County shall apply the sums
so levied to the repayment of such loans.
SEC. 3. And be it further enacted, That this Act shall take
effect from the first day of June, 1931.
