SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and being
passed upon a yea and nay vote, supported by three-fifths of
all the members elected to each of the two Houses of the
General Assembly, the same shall take effect from the date
of its passage.

Approved April 6, 1931.

CHAPTER 75.

AN ACT to authorize the Mayor and Council of Brunswick,,
in Frederick County, Maryland, to issue and sell bonds to
an amount of money not exceeding one hundred thousand
($100, 000. 00) dollars to enlarge, reconstruct, alter and im-
prove the water works system owned by said Town of Bruns-
wick, Maryland, and to refer the question of the bond issue
to the qualified voters of said town.

Section 1. Be it enacted by the General Assembly of
