shall likewise so revise from time to time the rates, or the rate
schedule, of each of the municipally owned utilities that funds
will not accumulate beyond the reasonable requirements of prop-
erly keeping up, operating and providing for the indicated nor-
mal increase in demand of the said utility.

227. The Mayor and Council shall at all times, have the right
to examine or have examined the books and accounts of the Com-
mission and have the power to remove any member of the Com-
mission, against whom charges may be filed and proved, by
formal resolution voted for by a majority of the whole Council
and approved by the Mayor; provided, however, that should a
contingency arise whereby such action is taken, the member thus
removed shall have the right within thirty days from the date
of approval of said resolution to appeal to the Circuit Court
for Talbot County, and in the event the judge or judges of said
court shall hold that said charges have not been properly proved
and that sufficient cause has not been shown for the removal
of said appealing member or members, the said court shall by its
order reinstate said appellant or appellants as member or mem-
bers of said Commission and allow, in the discretion of the
court, reasonable counsel fees to be paid by the Mayor and Coun-
cil of Easton to the attorney or attorneys representing the re-
instated member or members of said commission.

SEC. 2. And be it further enacted, That this Act shall take
effect June 1st, 1931.

CHAPTER 477.

AN ACT to enact and add a new section to be known as Section
28D, to follow immediately after Section 28C, Article 33 of
the Code of Public General Laws of Maryland, title "Elec-
tions, '' sub-title 'l Registration, '' to provide for a new general
registration of all the qualified voters of Calvert County in
the year 1932, to supersede all the registers of voters of said
county now in existence.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section to be known as Section 28D, to follow
immediately after Section 28C of Article 33 of the Code of Pub-
lic General Laws of Maryland, title "Elections, " sub-title
"Registration," be and the same is hereby added to said Article
33, to read as follows:
