from the payment of the principal and interest of road
bonds issued under the provisions of this Act to authorize
the County Commissioners to levy against all of the taxable
property in said district, and all of the taxable property of
Montgomery County for the purpose of paying certificates
of indebtedness issued to pay for work performed under
special assessment, in the event of a deficiency in the col-
lection of said assessments; to shorten the time necessary
for the advertisement of ordinances; to ratify and confirm
all assessments levied prior to December 81st, 1930, against
property abutting on any street, sidewalk, curb or gutter
for the construction thereof; to authorize their temporary
financing of the construction of any improvement by the
issuance of short term certificates of indebtedness; to au-
thorize the fixing of specifications of, licenses for and in-
spection of streets, sidewalks, curbs and gutters by indi-
viduals; to authorize the employment of necessary clerks
and stenographers; and to declare this Act an emergency
law and make it effective from the date of its passage.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That Chapter 692 of the Acts of the General As-
sembly of Maryland, Session of 1927, entitled "An act to create
a special tax area or district in Montgomery County to be known
as 'The Montgomery County Suburban District'; to prescribe
the boundaries thereof; to provide for the government of said
district by the County Commissioners of Montgomery County,
to designate the said County Commissioners of Montgomery
County in the legislative body and district council for said dis-
trict, to empower the said County Commissioners within the
limits of the said district to make regulations affecting build-
ings, to construct and light roads, streets, sidewalks, gutters,
and buildings for the purposes of this Act and to provide for
hearings with respect thereto; to permit under restrictions
construction and maintenance of telegraph, telephone lines and
electric light lines and gas mains and the laying of railroad and
street car tracks and operation of cars thereon; to contract for
municipal purposes; to inspect, license for regulation or reve-
nue, regulate and limit as to location, places of amusement or
other public places, sanitariums, hospitals, homes for children
and convalescent homes; to enact ordinances for the protection
of the health, safety, welfare or morals of the district and to
attach penalties for violation of such ordinances; to establish
