any possessory common-law lien of which the lienor is deprived
under the provisions of sub-section (f) shall terminate and
shall forthwith attach, in like amount and in accordance with
their respective priorities, to the proceeds of the sale.
(h) For each sale, contract of conditional sale, conveyance,,
mortgage or assignment of mortgage recorded hereunder, the
State Aviation Commission shall charge a recording fee of five
dollars ($5. 00), payable at the time of receipt for record. No
paper (except certificates of discharge of mortgage indebted-
ness) shall be received for record hereunder unless accompa-
nied by such fee.
SEC. 2. And be it further enacted. That if any section or
any portion of this Act shall be held to be unconstitutional
the validity of the remaining sections or portions thereof, and.
the applicability of said section or portion to other facts or
circumstances shall not be impaired.
SEC. 3. And be it further enacted, That this Act shall take
effect June 1, 1931; provided, however, that if the Congress
of the United States shall pass any legislation contravening
this Act, or any legislation similar thereto and covering the
same subject-matter, this Act shall become void and of no-
effect to the extent of such contravention and/or similarity of
subject-matter.

CHAPTER 404.
AN ACT to repeal and re-enact, with amendments, Section
57 of Article 101 of the Annotated Code of the Public Gen-
eral Laws of Maryland, entitled "Workmen's Compensa-
tion, " sub-title "Appeals, " authorizing the State Industrial
Accident Commission to regulate payments for legal services
in connection with claims arising under this Article, and
providing for the enforcement of any order which the Com-
mission may pass respecting such payments.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 57 of Article 101 of the Annotated
Code of the Public General Laws of Maryland, Edition of
