SEC. 2. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public health and safety;
and having been passed by "yea" and "nay" vote supported
by three-fifths of all of the members elected to each of the
two Houses of the General Assembly, the same shall take
effect from the date of its passage.

CHAPTER 6.

AN ACT to repeal and re-enact with amendments Section 7
of Chapter 409 of the Acts of 1935, creating the Upper
Potomac River District and Commission, by authorizing
the County Commissioners of Allegany County to issue
certain bonds, or to borrow from any governmental
agency, to aid said Upper Potomac River Commission in
the acquisition of lands and/or construction and/or
maintenance of lands, dams, impounding reservoirs,
stream beds, water ways, water rights, etc. in said Dis-
trict without submitting the question as to its advisabil-
ity to the voters of the County.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 7 of Chapter 409 of the Acts of
1935 be and it is hereby repealed and re-enacted with
amendments to read as follows:

Section 7. Be it further enacted, That if the County
Commissioners of Allegany County shall at any time here-
after deem it advisable and expedient for the welfare of
the citizens of said County to make a capital outlay or
expenditure of money to assist the Commission in aid of
the acquisition and/or construction and/or maintenance of
any lands, structures, buildings, dams, impounding reser-
voirs, stream beds, water ways, road ways, rights of way,
water rights, or water sheds and appurtenances within the
District, said County Commissioners are authorized
and empowered to borrow any amount necessary for such
purpose up to but not exceeding Two Hundred Thousand
($200,000.00) Dollars from any governmental agency au-
thorized to make such a loan at reasonable interest rates,
or they are hereby authorized and empowered to issue and
